COPYRIGHT FEES FOR SPECIAL SERVICES  (63 FR 29137)
The Copyright Office is issuing final regulations for fees it
charges for special services. The Office is initiating new fees and
amending other existing fees based on the actual costs to the Office of
providing such services. The Office is establishing these fees so it
can more nearly recover the costs of providing these services to the
public. The effective date is July 1, 1998.

DIGITAL MILLENNIUM COPYRIGHT ACT PASSES SENATE
S. 2037, the Digital Millennium Copyright Act, passed the Senate 99-0 on
Thursday, May 14. The DMCA has four titles. Title I implements the WIPO
treaties; title II limits the liability of online service providers; title
III contains the text of H.R. 72, a bill to broaden the exemption in
section 117 to permit authorized maintenance and repair of a computer that
entails making copy of a computer program in RAM; and title IV directs the
Copyright Office to make recommendations to the Congress within six months
of enactment about distance education over digital networks

DATABASE BILL PASSES HOUSE
H.R. 2652, the Collections of Information Antipiracy Act, passed the House
of Representatives on a voice vote on Tuesday, May 19.

* CALENDAR *

June 1, 1998: Effective date of rates and terms for the compulsory license
permitting certain digital performances of sound recordings.

June 15, 1998: Comments due on proposed technical amendments that would
harmonize the existing regulations with the new methodology for calculating
the cable royalty fees for carriage of partially permitted/partially
non-permitted distant signals.

July 1, 1998: Effective date of policy decision changing the recordation
procedure for a narrow category of multiple title documents.

July 1, 1998: Revised Chapter 1600 of the Compendium of Copyright Office
Practices appears on office Website.


July 28, 1998: Arbitrators in proceeding for adjustment of rates for
noncommercial educational broadcasting compulsory license will file written

report with Librarian of Congress.

October 1, 1998: Public hearing on increase of statutory and other
copyright fees.
