Beginning on this date, the initial round of comments in the Copyright Office triennial rulemaking proceeding on exemptions from the prohibition on circumvention of technological measures that control access to copyrighted works may be filed electronically through the Copyright Office website. Comments will be limited to those proposing specific classes of works to be exempted.

Deadline for Notices of Intent to Participate in a CARP proceeding on the negotiated rate adjustments for the 17 U.S.C. 118 noncommercial educational broadcasting compulsory license for the period 2003-2007 (read details)

Deadline for comments and proposals for the scheduling of CARP proceedings to adjust royalty rates and terms under provisions of the Copyright Act governing ephemeral recordings and digital transmissions of performances of sound recordings.

Closing deadline for the initial round of comments in the Copyright Office triennial rulemaking proceeding on exemptions from the prohibition on circumvention of technological measures that control access to copyrighted works. Deadline for the second round of comments in the Copyright Office triennial rulemaking proceeding on exemptions from the prohibition on circumvention of technological measures that control access to copyrighted works. Those who oppose or support any exemptions proposed in the initial comments will have the opportunity to respond to the proposals made in the initial comments and to provide factual information and legal argument addressing whether a proposed exemption should be adopted.

Office Requests Notices of Intent to Participate and Comments and Proposals on CARP Scheduling

The Copyright Office of the Library of Congress is requesting written comments and proposals for the scheduling of Copyright Arbitration Royalty Panel (CARP) proceedings to adjust royalty rates and terms under provisions of the Copyright Act governing ephemeral recordings and digital transmissions of performances of sound recordings. Comments and proposed schedules are due on or before December 2, 2002. The Copyright Office is also requesting Notices of Intent to Participate in the CARP to set rates and terms under the statutory license for eligible nonsubscription services to make certain digital audio transmissions of sound recordings for the 2003-2004 period. Notices of Intent to Participate are due on or before December 23, 2002.
